The tourist visa to USA B-2 or B-1/B-2 is valid for the term of 60 months. There is no such a rule to share with the customs information about your cash money if the sum is less than 10,000 USD.

The cheapest way is to go by train. There is a daily train Moscow (Kursky railway station) - Nikolaev (#065Я) passing Kherson city on its way. Time in travel to Kherson is about 24 hours and the cost of the ticket starts at about 2,500 Rubles (90 USD).
